I live in Monterrey I am 17, but my family is moving to Houston. I should go to 12 grade. Is this possible even if I don't have citizenship or residency?

No, You need a Social Security card.

I'm pretty sure that you can apply for a visa that allows you to attend school here. There might be some restrictions applied to where you can go, though.
